  17.     Some technical stuff. This release was encoded based
  18.     on a soft 1300 kbps limit by encoding it as a first
  19.     pass and then checking the video bitrate. If CRF
  20.     would pump some retarded bitrate into this video, I
  21.     would have run a second pass but then limit the
  22.     bitrate to 1300 kbps (as to not bloat the size)
  23.      
  24.     It worked rather well and I'd consider the 1st pass
  25.     soft-limit 2nd pass hard-limit proposal a worthy one
  26.      
  27.     I urge all interested SDx264 groups to get the ball
  28.     rolling regarding a general SDx264 ruleset
